◇危険な製品も野放し　低い意識

Temuの製品は、規制基準を満たしていない危険な商品が存在する。これにより、消費者の安全上の危険がある。米国CPSC（消費者製品安全委員会）は、Temu.comで独占的に販売されたAllvreのハイパワー磁気ボールセットについて、連邦安全規制を満たさず、そのうえ誤飲の危険があるとして、直ちに使用を中止するよう警告を発している。これらの磁石の誤飲は、重傷および死亡事例に関連している。また、アイルランドのCCPC（消費者保護および競争委員会）は、Temuプラットフォームで販売されていたソフトトイについて、目が容易に外れて小さな部品となり、窒息リスクをもたらすとして安全通知を発した。Temuは、ベビー玩具や小型電子機器などで各国の安全基準への非準拠製品に消費者が遭遇する可能性が高い。このことはDSA法の調査でも具体的に強調されており、ベンダーの審査と製品検証における体系的な失敗を示している。Temuのプラットフォームポリシーは、EU CE認証（EN71基準など）や米国CPC認証など、厳格な国際基準の遵守を売り手に要求しているが、形だけだ。

◇ クーポン商法詐欺の常習

欧州連合の国家消費者当局からなる消費者保護協力（CPC）ネットワークと欧州委員会は、Temuのプラットフォームにおける、誤解を招く広範囲にわたる慣行と、消費者の購買決定に対する「不当な影響」について協調的な調査を開始し、特定された欺瞞的な手法には以下のものが含まれる。
1. 偽の割引: 実際には価格が同じか、以前よりも高いにもかかわらず、割引価格で提供されていると主張する行為。
2. プレッシャー販売: 商品の在庫が少ない、または期限前に購入する必要があるという誤った主張。
3. 強制的なゲーミフィケーション: プラットフォームにアクセスする前に、消費者に「フォーチュンホイールを回す」などのゲームを強制し、報酬の利用条件を不明確にする行為。
これらの問題は、Temuが意図的に、中核的な購入プロセスや開示要件を、娯楽的で高圧的なインターフェースに統合していることを示す。これにより、中毒性の高いエンゲージメントが促進されるだけでなく（EUが指摘した中毒性のあるデザイン機能）、INFORM Actなどで義務付けられた消費者開示と報告メカニズムが意図的に埋もれさせられる。これは消費者操作の戦術であると同時に、明確な規制違反だ。

◇ 紹介商法にまで潜む危険

Temuは、「5つの無料ギフト」など、金銭ではなく新しいユーザー（紹介者）を招待することで特典を得るプロモーションキャンペーンを実施している。必要な紹介者の数は、選択したギフトの価値によって変動する。このプロモーションモデルは、プラットフォームを悪用する多数の詐欺師を引き寄せている。関連する詐欺には、フィッシング、偽のアフィリエイトリンクスキーム、ギフトカード詐欺などが含まれる。さらに、ブラッシング詐欺の報告も確認されている始末だ。これは、販売者が被害者のアカウントと住所を無断で使用して偽の購入を行い、「検証済み購入に対する絶賛レビュー」を作成し、レビューシステムを根本的に損なうもの。この不正行為は、消費者が信頼できる販売者と詐欺師を区別する能力を著しく低下させているとして強い批判を受けている。

◇ 編集後記

決して中華系アプリを非難する目的で寄稿した記事ではないが、Temuの商法はいささか目に余る。広告ブロックアプリを入れていなければ、一度はYouTubeやX（Twitter）などで宣伝を見たことがあるだろう。かくいう私もTemuのアプリケーションを導入したことがあるが、無料購入をうたいながら、必ず最後には友人らを数名招待するように指示、誘導された。また、Temu経由でカメラを購入した経験もあるが、通関に長い時間がかかって届いたカメラは「4K対応」とうたいながらも、00年代前半のカメラ付き携帯電話程度の画質しか撮影できなかった。今思えば、確実に詐欺製品だったのだろう。3千円程度だったので財布の痛みこそなかったが、不誠実な通販サイトであると感じた。さらに、スマホ版アプリケーションを導入したところ、日常動作が遅くなり、ChromeやYouTubeアプリなどを立ち上げることすら困難になった始末。その裏事情を調べて、なるほど、そういうことだったのかと納得した。しかしあまりに不親切であり、詐欺的であり、不誠実だ。ところが、こうした記事を書いても決して検索上位にはあがらない。なぜなら同社はアフィリエイトプログラムを悪用し、提灯記事を量産しているからだ。しかし、一度Temuを導入してしまうと、LINEでの宣伝があまりにも鬱陶しく、辟易する。この記事が一人でも多くの人に届き、改めて危険性を認識し、退会のボタンを押すことを願わんばかりだ。
